At tat level it was a learning experience for all of the students. Plus higher authorities limited it to wonderful original thoughts, and not everyone was forced to write something. (I once saw a journal from a HS in E"Y where one boy wrote over a Pnei Yeshoshua and Aruch Leneir on a Rashi in Makos. Anyone can find that themselves.)
